The Nesbitt Parcel Project

The NARA Group, LLC contracted Icarus to act as the environmental team lead for litigation involving a historic 3,000 acre tract in northeastern Pennsylvania. Icarus served as the technical experts for a legal team contracted by the landowner to defend their private property rights against an imminent domain action and federal regulatory approvals. In this role Icarus was responsible for creating and managing a team subconsultants for hydrogeological, water quality, and archeological services as well as conducting habitat, listed species and wetland surveys of the property within a 45 day deadline for comments to federal agencies.

Icarus created a team of subject matter experts within a week and met the 45 day deadline for comment submittals filed on behalf of the landowner. Onsite, Icarus performed breeding migratory bird surveys, wetland surveys, assisted with cultural resource surveys, performed surveys for federally listed species including the Timber Rattlesnake and NE Bulrush, and surveys for state listed species such as the wood turtle and northern leopard frog. Onsite habitats were classified and mapped. Icarus handled all team logistics, coordination and deliverables. Icarus continues to work for the property owner and NARA, coordinating with the USACE Baltimore District office, USFWS and EPA. In addition, Icarus has been retained to create a wetland and stream mitigation bank, forestry plan and wildlife management plan for the estate.
