THOMAS ESTES

Thomas O. Estes serves as President of Icarus Ecological Services. He has eleven years of industry experience in regulatory and environmental affairs, leading large scale environmental entitlement efforts for The St. Joe Company, a publicly traded real estate development and timber company listed on the New York Stock Exchange. In addition, Mr. Estes has six years experience in private sector consulting, business development and management and over three years research experience.

As a project manager, Mr. Estes’s primary responsibilities include overseeing all aspects of natural resources projects, including developing feasible alternatives, permitting, water quality analysis, regulatory coordination and construction oversight. He is also experienced with wetland delineation and permitting, threatened and endangered species studies, wetland restoration and creation and mitigation banking.

He is a recognized expert in mitigation banking and Ecosystem Management Agreements (EMAs), and has a long history working with agency project managers and decision makers throughout the United States.

Mr. Estes is a native of Tallahassee, and currently lives in St. Augustine, Florida.
